The Scottish Certificate for Personal Licence Holders Refresher course is a training qualification for personal licence holders in Scotland. Under a recent amendment to the Licensing (Scotland) Act, personal licence holders must complete refresher training within five years of the date of the granting of their licence. Within this five year window, a training certificate must be presented to your licensing board. Note that a three month grace period is provided from the expiry date, in which you can present the training certificate.

Take the examples below:

Personal licence issued on 1 January 2010: expiry date 1 January 2015 (grace period to 1 April 2015).

Personal licence issued on 1 July 2011: expiry date 1 July 2016 (grace period to 1 October 2016).

 What is refresher training?

The refresher course is designed to recap the licensing law covered in your original Scottish Certificate for Personal Licence Holders course, as well as detail amendments and additions to Scottish licensing law, which are on-going to date.

How long is the refresher course?

A minimum of three hours training must take place during a Scottish Certificate for Personal Licence Holders Refresher course.

Is there an exam?

Every candidate must pass a 40 question exam, sat under exam conditions. The minimum pass rate is set as 28 out of 40.

What do I do then?

Having passed your refresher training, you must present this certificate as proof of training to the licensing board that originally granted your personal licence.

What will happen if I miss the five year training window?

A personal licence holder risks having their licence revoked if they do not provide proof of refresher training within the five year window. Remember that a three month grace period is provided after the five year expiry date in which to present the certificate. This is essentially in place for licence holders that forget about training until the last minute, and it is highly advisable to secure certification prior to the expiry date.
